A set of transport equations is developed to fully account for flux moments and their spectra for the case of particle and plasma streaming parallel with magnetic field lines. Spectral densities are derived from the noncollisional Liouville equation. The equations produced are regarded as useful in studies of the solar wind, auroral phenomena, and of the ionospheric-magnetospheric interaction.
