Gurevich (1979) investigated the electrical breakdown of air in the lower ionosphere (at heights not greater than 80 km) by intense radio waves. The breakdown fields are high and can be attained only in short HF radio pulses. This paper determines optimal ionization conditions under which the number of ions produced in the breakdown is maximal. In optimal conditions most of the HF pulse energy is expended for the production of electron-ion pairs.
