The interpretation proposed is based on a phenomenon which is a direct corollary of the Taylor-Proudman theorem and which is known from the asymptotic theory of motion of a low-viscosity fluid in a rotating spherical shear layer. The phenomenon itself is the formation, at very large Reynolds numbers and small relative rotational speeds, of a cylindrical shear layer of a radius equal to that of the inner boundary that separates the fluid rotating (as a solid body) beyond the cylinder from the internal flow.
