The energy distribution of the primary cosmic rays (excluding the
effects of propagation) is derived on the basis of a simple theoretical
model of a random walk in random electromagnetic fields. It is expected
that this mechanism is universal in the sense that it can be embedded in
various astrophysical acceleration processes.
