A high-frequency nonresonant electromagnetic instability driven by cross currents is proposed as a source for the onset of substorm expansion phases and field-line reconnection beyond 15 earth radii. By including a normal component of the tail field, it is found that the instability can be quenched provided the normal component exceeds a certain threshold value.
