Data on fluxes of high energy trapped electrons are presented on the basis of measurements made by the satellite Intercosmos-17 at an altitude of about 500 km in the region L = 1.45-5. In the outer radiation belt the flux of trapped electrons is approximately equal to that of the albedo electrons. A trapped electron flux clearly larger than that of the albedo flux is observed only in regions of the magnetosphere where trapped protons are observed. This fact implies the intrinsic interconnection of the two particle populations. An explanation of the existence of trapped electrons in the inner radiation belt only by diffusion due to sudden impulses of the geomagnetic field is connected with difficulties assuming energetic losses of electrons.
