In the theoretical study of strong pulsar electromagnetic waves in an electron-ion plasma a dynamic parameter relating electron and ion velocities necessarily appears. It is shown that the dynamic parameter is a function of the plasma stream velocity, the wave velocity, the wave amplitude and the electron-ion mass ratio. In order to obtain self-consistency in the solutions the dynamic parameter must be chosen appropriately when other parameters have been specified.
