The quadrupole-quadrupole contribution to the electron-collision matrix
is averaged over the directions of the impact parameters and velocities
of the plasma electrons. The result is sufficiently general to cover
such special cases as hydrogen, overlapping, isolated lines. Some errors
in the published literature are corrected.
