We look for a theory of initial conditions that leads to inflation and a small relic cosmological constant. The possible role of quantum cosmology, with or without topology change, and of higher derivative gravity are discussed. Although other possibilities also exist, we find that generically inflation is certain and the cosmological constant has a very flat distribution, up to about 10-60 mP12. The key element is the stochastic nature of the inflationary phase and this applies to many theories in which the cosmological constant may have more than just one fixed value.
