The interaction between ultra-high energy cosmic rays and isotropic
background of photons in the universe is considered. It is shown that
the shape of spectrum of cosmic rays in the ultra-high energy region
contains the information about the time of propagation of cosmic rays
and the dependence of cross section of photo-pion reactions on energy.
