Based on the Fano-Mori formalism, the Energy-and-Frequency Corrected infinite-order Sudden Approximation (EFCSA) is developed to incorporate the adiabatic and nonmarkovian effects into the IOSA scheme. The EFCSA rotational relaxation matrix is shown to obey the basic relations derived from the first principles. It allows self-consistent modelling of any rotational spectral characteristics based on the unique set of parameters characterizing the binary collisions. The EFCSA extends far the scopes of the existing markovian models applicable to the case of scalar photon-molecule coupling. The proposed model is successfully checked against a number of the relaxation data known for the room-temperature nitrogen.
