On the basis of an investigation of muon group parameters a conclusion is drawn on the existence of a cutoff in energy spectra of primary cosmic ray nuclei in the energy range > 1016 eV. The destruction of nuclei on some background of the interstellar medium, consisting of objects (elementary particles) with mass <<< 30 eV, is proposed as a mechanism responsible for this effect. The possibility of an identification of these objects with dark matter is not excluded.
