The peculiarities of the latitude and longitude distribution of sunspot groups in the epoch of minimum of solar cycles No. 18 - 21 are given on the basis of the Soviet solar service. It is shown that the latitude distribution of sunspot groups and its cycle-to-cycle variation are significantly different for sunspot groups of the old and the new cycle. It has been found that the peculiarities of the spatial distribution of sunspot groups in the epoch of minimum are connected with the phase of the secular cycle.
