Peculiarities of the latitudinal and longitudinal distributions of sunspot groups in the epoch of maximum of solar cycles Nos. 18 - 21 have been found on the basis of the Soviet Solar Service data. It is shown that the change in the character of the latitudinal distribution of groups of sunspots of different size between time intervals before and after the magnetic field reversal is connected with secular variation in solar activity. As a result of a study of the stability of active longitude intervals of sunspot groups fine structure of the epoch of maximum in the solar cycle has been defined. Its first part (before field reversal) is similar in its peculiarities to the ascending phase and its second part characterized by better stability of longitudinal distribution is similar to the descending phase of the solar cycle.
