A spectral-temporal analysis of the number of flares, emerging at different latitudes of the Sun, has been made. The character of rotation of the active regions, effectively generating flares has been determined with high accuracy. The authors have found fine structures of the spectrum of rotation velocities, a high value of the differential rotation and a southward shift of the plane symmetry of rotation for such regions.
