The paper develops a general theory of coupled second harmonic oscillations (with synchronous oscillations as a special degenerate case) of the congruent Darwin ellipsoids. The congruent Darwin ellipsoids, in equilibrium, consist of two identical ellipsoids facing each other and rotating in circular orbits about their common center of mass with a constant angular velocity. The relationship of this model to the tidal interactions of a binary system is considered.
