The assumptions used in calculations of the periodic tidal variations of the earth's rotation rate, that the oceans act as if locked to the mantle and that external torques are negligible, are examined, and a more realistic view is presented along with corresponding estimates for the oceanic M2 tide and the cumulative effect in universal time. The solid earth is regarded as a rigid sphere, while the oceans are considered in detail. A modified version of Zahel's (1970) nonlinear 4 deg x 4 deg HN model is used and applied mainly to the M2 tide. The model output allows direct access to all angular momentum and moment of inertia quantities in their dependence on the tidal phase.
