The launch of C/NOFS was delayed from the original plans and its initial observations occurred near solar minimum. At first disappointing the results have been striking. We report that irregularities are observed very often and throughout the night in most cases. This result is confirmed by Jicamarca observations of 3-meter backscatter (Hysell and Burcham., 2002). In addition we find for the first time that the irregularities are organized by the same four-wave pattern seen in the equatorial arcs and in daytime electric fields. Since the pre-reversal enhancement is weak at solar minimum this irregular generation is surprising indeed. Since scintillation is proportional to (Δn)2 rather than (Δn/n)2 as studied here, and the background density is lower near solar minimum, strong scintillation is not expected. In this study we will use PBMOD to determine if the diurnal zonal electric field in solar minimum conditions can develop or prime irregularities without a strong pre-reversal enhancement and if they persist into the post-midnight period. As an alternative we will investigate to what extent magnetic activity supports the post midnight structure, as suggested by Hysell and Burcham (2002), using the extensive C/NOFS data base.
