Consideration is given to the problems of oblique whistler-mode propagation, instability, and damping for a hot anisotropic plasma in the presence of electron beams using the quasi-longitudinal and quasi-electrostatic approximations. The general expressions for the elements of a plasma dielectric tensor are derived. These expressions are then applied to the analysis of quasi-longitudinal and quasi-electrostatic whistler-mode propagations. The results are applied to whistler-mode propagation in the vicinity of a magnetopause. The problem of whistler-mode instability or damping within the quasi-longitudinal approximation is considered. The same problem is then considered using the quasi-electrostatic approximation. The relevance of these results to actual observations in the vicinity of the magnetopause is then discussed.
