The saturation of small scale gravity waves in the region near the critical level is computed using a 2D numerical model. It is found that due to wave-shear interaction the variance of vertical velocity fluctuations is significantly lower than predicted by the linear gravity wave theory. The vertical wavenumber spectrum of horizontal velocity fluctuations in the unstable region with shear instability is governed by wave-shear interaction and follows the theoretical saturation spectrum.
