The hypothesis of the two-dimensional vortex character of hydrodynamic turbulence in the Io torus, connected with the development of interchange (flute-type) instability in the torus plasma, is considered. Nonlinear equations are obtained describing such perturbations, taking the effect of ionospheric conductivity into account. Estimates are obtained of the characteristic vortex size and the magnitude of electric-field perturbations.
