A method for measuring the effective albedo of a region of the earth's surface is presented which is based on measurements of the downward radiation flux at an observation point near the surface of the earth. It is shown that, under the assumptions that the earth is, on the average, a Lambertian surface, only Rayleigh scattering is present, absorption is absent and radiance is constant in the horizontal direction, the amount of visible radiation diffusely reflected as well as the net flow of visible radiation energy into a given region can be obtained from a measurement of the relative magnitude and angular distribution of spectral radiance in the downward direction only. From such measurements it is then possible to determine completely the net flow of energy in the form of visible light in a given region.
