The lepton number violation for neutrinoless double beta decay may only have a negligible effect on the neutrino mass generation. In this case the neutrinoless double beta decay can not verify the Majorana nature of neutrinos even if it is confirmed in the future. For illustration we propose a model to realize a significant neutrinoless double beta decay with pseudo Dirac neutrinos.
