The paper describes a new low-background installation for recording double beta-decay and neutrino-electron scattering. The main requirement was the provision of quantitative measurements of the recoil-electron spectrum in the elastic scattering of reactor neutrinos by electrons at energies greater than 0.1 MeV. This requirement was satisfied by the use of a germanium/silicon detector, making it possible to investigate the electron spectrum in the case of the double beta-decay of Ge-76.
