It is shown that a neutral wind in the equatorial electrojet induces variations of the phase velocities of the type I (two stream) and type II (cross field) instabilities, which are related to the local wind velocity and to the mean wind velocity (averaged along the whole magnetic field line), respectively. This difference is discussed, particular attention being devoted to its effects on the evaluation of the primary electric field in the electrojet.
