Observations and models of solar flares are reviewed in order to formulate expressions for the position and velocity of the magnetic neutral lines and discuss the asymmetries produced by the lines. Attention is given to two line-tied reconnection models, which are shown to be kinematic but do not employ the full set of MHD equations. A constant reconnection rate is determined to account for the motion of the loops. The asymmetry around the neutral lines in the geomagnetic tail are suggested to be due to the motion of the lines, with the earthward part of the plasma sheet being up to four times the thickness of the plasma sheet on the tailward side of the neutral lines.
