Results are presented for a 21-cm survey of the region in Cepheus extending from 90 to 115 deg galactic longitude and from -1 to +15 deg galactic latitude. This relatively close region contains a variety of young stellar features, and star formation is occurring there. Five major concentrations of H I are identified along with two particularly interesting low-density H I regions. Several significant correlations are found between the H I concentrations and optical features (stars and dust clouds). Details of each correlated region are discussed, including the presence of cool hydrogen in Kh 141 (the 'Northern Coalsack'), an H I concentration containing a number of Orion-population variables, the concentration around Cep R2, and the concentrations around the Cep OB2 and OB3 associations. It is shown that a large H I shell coinciding with a ring of dark clouds surrounds Cep OB3, that Cep OB2 consists of two subgroups with different ages, and that the interstellar matter in the Cep OB2-OB3 complex is in a dynamic state of expansion. It is suggested that a spiral shock may be propagating in the surveyed region and that the expansion of gas in a subgroup of a stellar association may trigger the collapse of neighboring clouds.
