In this contribution we report our near-infrared spectroscopy for a quasar SDSS1707+6443 at z~=~3.1, selected based on its unusually strong nitrogen emission in its rest-frame UV spectrum. The reduced spectrum shows a strong [OIII] emission. This suggests that the metallicity of the narrow-line region (NLR) in this quasar is not so high, being inconsistent with the expectation from its strong UV nitrogen line. More interestingly, this quasar shows a significant [NeIII] emission while the [OII] emission is not detected. These results imply that the typical gas density of NLR clouds is high (n_H~10^6 cm^-3). Our photoionization model calculations suggest that such dense gas clouds are not associated with a nuclear dusty torus but distributed at the kpc scale in its host galaxy, implying a connection between the powerful AGN activity and the ISM properties in the host galaxy.
