An approach is proposed for solving the problem of identifying EAS from gamma quanta and determining the photoproduction cross sections. The approach involves modeling of the readings of scintillation detectors using the Monte Carlo method for high particle energies and mean functions for two level depths in the case of low particle energies. It is shown that if an excess of radiation from a local source is identified with gamma quanta, then the energy dependence of the photoproduction cross section for E greater than 100 TeV can be determined after determining the type of their energy spectrum.
