Simultaneous observations of auroral irregularities in the E-region were made by the EISCAT incoherent scatter radar and two auroral radars over the Soviet Union, operating at 46.5 MHz and 93 MHz. Comparison of the observations of the auroral backscatter with the values predicted using theoretical methods suggests that for electric fields of 20 mV/m or more the wave turbulence level saturates at 2.5 percent. The observations also confirm that such strong electric fields cause electron heating in the height range 104-120 km, with the maximum heating at about 112 km.
