Modulation calculations are made for the 1958 - 1979 period in the context of the spherically symmetrical nonstationary problem of the propagation of cosmic rays in interplanetary space. It is shown that the time trend of the cosmic-ray intensity is on the whole well described by a nonstationary model in which the actual values of the helio-latitudinal index of solar activity are inserted. Deviation from the relation between the calculated and observed cosmic-ray intensities is explained by the decrease during the 1969 - 1972 period of the strength of the high-velocity solar wind and the associated decrease in the low-frequency portion of the spectrum of the nonuniformities of the interplanetary magnetic field.
