The method of Zusmanovich et al. (1984, 1987) is used to investigate the
behavior of 11-year variations of galactic cosmic rays at different
heliocentric distances. Results of calculations are used to determine
the energy spectra of the cosmic rays as well as the phase velocity of
modulation effects in the heliosphere.
