A solution is obtained to the steady-state Fokker-Planck equation describing the transport of H-1(+), He-4(+), and O-16(+) ions with pitch angles of 90 deg from the outer boundary (L = 6.6) of the radiation belts to the inner zone (L = 2). It is shown that the superposition of the magnetic and electric diffusion mechanisms most adequately describes the steady-state distributions for energies less than hundreds of keV. It is also found that He(+) and O(+) ions can predominate over protons in the steady-state case only at energies less than 100 keV.
