Analytical formulas are obtained which can be used to predict the pitch-angle distribution of energetic protons and electrons in the magnetosphere (L = 1.5-10) as a function of the L parameter and the Kp index for two ranges of equatorial pitch angles (0-30 deg and 30-90 deg). It is suggested that, on the qualitative level, the origin and existence of the radiation belts can be explained as due to increase in the pitch-angle distribution of charged particles with large pitch angles as the plasma approaches the earth.
