Arnold diffusion and a stochastic instability of protons with greater than approximately 100 MeV in the geomagnetic field are studied. An azimuthal nonuniformity is taken into account. The boundary of the stochastic region is determined from the multiplet structure of the nonlinear resonances between the longitudinal and transverse oscillations in an asymmetric field. Arnold diffusion can occur in the inner Van Allen belt. Losses may be caused by the sequential action of both instabilities.
