Electron density measurements were carried out in the vicinity of Nizhnii Novgorod during 1990 winter, for altitudes between 70 km and 150 km, using two methods: (1) partial reflection and (2) resonance scattering of radio waves by manmade periodic inhomogeneities. Results obtained by the two methods showed good correlation, indicating that measurements of electron density may by extended to the altitudes of the F layer maximum. It was found that, while the wintertime electron-density anomaly exists in the D layer, it is absent in the E region.
