We report the first measurement above 5 GeV/n of the 3 He component in the cosmic rays. The CAPRICE98 apparatus was flown on 28-29 May 1998 and was equipp ed with a gas RICH detector, a silicon-tungsten calorimeter and a time of flight system. By combining the RICH and the spectrometer information it was possible to separate 3 He from 4 He in the rigidity range from 26 to 30 GV. In this paper we describe the analysis and report on the 3 He flux and the 3 He/4 He ratio in the kinetic energy range 16.4 to 19.1 GeV/n.
