We comment on the recent Mainz "measurement" (PRL78 (1997) 606) of the
$E2/M1$ ratio in the $N-\Delta$ electromagnetic transition. Analyzing the Mainz
data using an effective Lagrangian approach, we find this ratio to be
(-3.19$\pm$0.24)%.
