An operational definition of a magnetospheric substorm has been developed to provide a common framework for magnetospheric research. Signatures are indicated for some of the more commonly used ground-based detectors. It is shown that present arrays of ground-based instrumentation are often inadequate to identify unambiguously the onset of a magnetospheric substorm and follow its development in space and in time. The utility of radar measurements for monitoring substorm dynamical effects in the ionosphere and the need to digitize records are emphasized.
