A mechanism is proposed which accounts for the possibility of stratification of the ionized component of an expanding cloud of an easily ionized gas at the very first stage of its expansion. In particular, it is shown that stratification of the ionized component results from a close relationship between photoionization processes and the 'freezing-in' of the geomagnetic field into the expanding cloud of a partially ionized gas. The physical meaning of the mechanism proposed here is discussed.
