On the basis of Mount Wilson Observatory data on the solar magnetic fields and AE indices of geomagnetic activity, the relationship between the level of geomagnetic activity and the configuration of the magnetic field at the sun's surface when active regions or flares are present was investigated. It is shown that when the tangential component of the large-scale magnetic field at an active region or flare region is pointed southward, a geomagnetic storm is produced. When the tangential magnetic field is directed northward, however, no geomagnetic storm results. A special index of the geoefficiency of the sun is proposed, which is essentially a quantity proportional to the projection on the earth's rotation axis of the magnetic moment of the magnetic fields of active regions at the central meridian of the sun and of regions where solar flares occur.
