We report the discovery of an optical transient in M31 from unfiltered CCD images taken by the 0.45m ROTSE-IIIb telescope at the McDonald Observatory, Texas. The nova candidate, located at RA: 00:45:47.74 Dec: +42:02:03.5 (J2000), which is 45'54.1" north and 34'28.0" east (~13.1kpc) from the core of M31, is observed at ~16.4 mag on Nov 28.08 UT and Nov 28.13 UT. It was not detected to a limiting mag of ~16.2 on Nov 27.07 UT.
