Energies and B(E2) transition strengths of seven low-lying rotational
bands with negative parity in 163Dy are described using the
pseudo SU(3) shell model. M1 excitation strengths to states in the
scissors mode region (2-4 MeV) are also presented. Fragmentation
patterns are found to be closely related with pseudo-spin excitations.
