Prior to its use in supporting emission spectroscopy diagnostics, for calibration of LIF measurements and/or in local plasma modeling, any model of the Collisional-Radiative (C-R) type has to be dully validated. We are briefly addressing here some of the problems encountered in Xe plasma C-R modeling and its validation issues, mainly for the low energy case, where the structure and most atomic properties of the multi- charged ions can be neglected. Validation for low energies is a first step towards construction of a full C-R multistage model, meant to be applied mainly in spectroscopic diagnostics of Stationary Plasma Thrusters using Xe propellant.
