Low-frequency noise during the intense magnetic storm of April 3, 1979 was observed by the Intercosmos-19 satellite. The data indicate that low-frequency noise emissions at high latitudes are characterized by the appearance of amplitude fluctuations during magnetic disturbances. The determination of a close correlation between the region of amplitude fluctuations and the boundary of the diffuse precipitation of soft electrons leads to the supposition that the source of emissions is located somewhat above the plasmapause, possibly near the diffuse-precipitation boundary.
