The salient features of the instruments on board the HILAT satellite are discussed together with the results of plasma and field measurements made on December 2, 1983, when the satellite trajectory was approximately aligned with the noon-midnight meridian while crossing the northern polar cusp region. During that time, the measurements indicated an increase in scintillations of radio signals, strongly variable fluxes of precipitating low-energy electrons, and the presence of gradients in the thermal ion density. In addition, fluctuations in the east-west component of the ion drift velocities superimposed on the noon sector convection pattern, and field aligned currents were observed. The analysis of these measurements provides a unifying frame in which interrelations between the plasma drift, plasma density, and radio scintillations may be understood.
