Prognoz 3 observations near earth of non-flare-related accelerated proton fluxes in interplanetary space are discussed. The energy ranges considered are from 28 to 53 keV and 1 to 5 MeV. Spectra of active-region and quiet-time low-energy proton fluxes are examined, and satellite observations of low-energy proton bursts near earth's magnetosphere are also investigated. It is concluded that certain constant particle-acceleration processes operate in interplanetary space itself, rather than just on or near the sun, and that these processes are effective not only in regions where solar plasma streams of different velocities interact but also in the relatively unperturbed solar wind.
