Characteristics of low energy (~10 to 50 eV) H+ and He+ distributions in the afternoon magnetosphere from L=4 to 9 are studied using Active Magnetospheric Particle Tracer Explorers/Charge Composition Explorer (AMPTE/CCE) data. He+ distributions in this study routinely display features indicating resonant heating by proton cyclotron waves in the outer magnetosphere (L>7) whereas protons exhibit minimal evidence of heating. Low energy H+ distributions have T⊥>>T∥ for L<5 but T⊥<
