A list of emission lines of ions of C,N,O, and Ne which are predicted to appear as a result of low-energy charge transfer and which may be useful as diagnostic probes of the processes and of the physical environments in which they take place is presented. Models of planetary nebulae are constructed which demonstrate that several emission lines of O(2+) are produced preferentially by charge transfer recombination of O(3+) ions in collisions with H atoms, and quantitative estimates of the individual channel charged transfer rate coefficients at temperatures near 1 eV are derived.
