Some problems associated with magnetospheric substorm phenomena are examined. These are: energy build-up and storage; energy release and dissipation; reconnection of the magnetic field lines; and field-aligned currents and electric fields. The latter two problems are of importance to in-situ diagnostics of particle, wave, and field characteristics of the magnetotail neutral point and field-aligned currents. The characteristics of rotational and drift deformations of discrete auroral arcs (electrons) are examined, and a typical pattern of auroral displays and their motions is illustrated. The problem of identifying electric field and current distributions associated with auroral patterns is discussed. Certain similarities between solar and auroral flare phenomena are noted.
